The program is designed to train and subsequently employ young people from the densely populated southern and western regions of Kazakhstan in areas facing labor shortages (including the North Kazakhstan Region). Key features: The grant covers 100% of tuition costs and guarantees free dormitory accommodation for the entire duration of study, as well as a monthly stipend. Important condition: Upon graduation, grant recipients are required to work in the region where they studied (the North Kazakhstan Region) for a period of 2–3 years.

This is the university's flagship international program, with 200 state-funded grants allocated annually. Program highlights: Students study in Petropavlovsk at SKU, with instruction conducted entirely in English by both Kazakhstani and American professors. Students have full access to the University of Arizona’s digital infrastructure, electronic libraries, and research databases. Top-performing students have the opportunity to spend a semester in the USA during their fourth year. Upon graduation, students receive two degrees: one from Kazakhstan and one from the USA. Available majors include Information Systems / Data Science, Business and Management, Biotechnology (Applied Biotechnology), and three specializations in education.
